[Delaying the Restart of Play] A corner kick awarded for a goalkeeper controlling the ball for more than eight seconds

This is a decision about a goalkeeper holding the ball for too long, but two factors overlap here. The first is that an Urayasu player was down near the penalty area. The goalkeeper appears to have been concerned for their team-mate and unsure how to continue. The second is that opponents were standing close to the goalkeeper, which may have made it difficult to release the ball safely. In these circumstances, the referee applied the objective measure of eight seconds and penalised the offence without hesitation. This is a very rare incident, and one that makes you think about how a match official should manage the balance between consideration for player safety and the situation on the one hand, and strict application of the Laws on the other.
